All non-alphanumeric shortcuts are more or less ambiguous. Ctrl-+ is
simply Ctrl-+ on a German keyboard, but it involves pressing the shift
key on a UK keyboard (Shift-Ctrl-=). It gets worse for chars which are
only available through an alt- combination. At least shortcuts requiring
ctrl-alt- for some keyboard layout should not be in the guidelines IMO.
In the case of * + - 0 it shouldn't be a problem to accept the normal
keys as well as the numpad equivalents. However, the current proposal
does make the distinction between numpad and normal keys.
